On 29 May 2014, Gorky Zelenodolsk Shipbuilding Plant (a member of the Ak Bars Holding Company) laid a keel of the seventh serial small missile ship of Type 21631. The designer is the Zelenodolsk Design Bureau.
Type 21631 small missile ships being constructed by the Plant since 2010 for the Russian Navy are multipurpose sea-river ships equipped with modern gunnery, missile, anti-sabotage, antiaircraft and radioelectronic weapons. The ships are designed for protection of the economic zone. Traditionally, Type 21631 ships are named after old Russian cities. The seventh ship was named Orekhovo-Zuyevo by the order of the Russian Navy Commander-in-Chief.
