Russia and India have agreed upon the commencement of sea trials of the aircraft carrier Admiral Gorshkov undergoing modernization for the Indian Navy. The aircraft carrier will be handed over to the Indian side in December 2012. At present, the 45,000 DWT aircraft carrier, which is 283 m long, is undergoing engineering modifications carried out by Sevmash JSC in Severodvinsk.

Ukraine and Russia are close to establish a joint venture in the shipbuilding sector by autumn. At present, this issue is worked out with Ukroboronprom. Most probably, this joint venture will be established on a basis of parity. Russia is interested in Chernomorsky Shipyard, Shipbuilding Plant named after 61 Communards, as well as Zarya-Mashproject being a manufacturer of turbines for the Russian Navy.

Norway and Russia have signed a Memorandum of Understanding on oil and gas resource management, ecology, as well as assistance in investment projects with the participation of companies of these countries. Also, the parties have discussed issues relative to the implementation of the Agreement on delimitation of maritime spaces and cooperation in the Barents Sea and the Arctic Ocean, which will come into force on July 7, 2011.

The Pacific Fleet Court has formed a jury, who will participate in proceedings in the case of the accident occurred on the nuclear-powered submarine Nerpa. Hearing of the case has begun and is closed to the public. Moreover, Dmitry Lavrentiev, the accused submarine commander, has a new lawyer. In November 2008, the submarine’s fire-extinguishing system inadvertently triggered and kills 20 people. Freon with toxic impurities became the cause for their deaths.

The reforms of the Russian Navy and Air Force will be completed by the end of 2011. According to the plan, the Army should be reduced from 1.2 mln servicemen to one million; the number of serving officers will be reduced by more than 100 ths officers by 2012.
