In the near future Russian-Polish agreement on navigation in the Kaliningrad BAY will be valid, said the Minister of Foreign Affairs of Russia, Sergey Lavrov.
“We have agreed with the Poles on navigation resumption in the bay, and also agreed, that navigation of vessels of the third countries will be carried out on the basis of Russian legislation”, he said at the meeting with the Governor of the Kaliningrad Region, Nikolai Tsukanov.
The corresponding normative act is on an advanced preparation stage, added the minister.

JSC “Sovcomflot” is going to send the first in 2011 tanker along the Northern Sea Route in May, in the hardest icebreaker period in this region. Nevertheless, the company wants to extend the frames of navigation and start navigation in spring.
In total “Sovcomflot” is going to send four tankers along the Northern Sea Route in 2011. The first of them is “Kirill Lavrov” built by JSC “USC” last year.
Mainly tankers of the company will traffic cargoes of JSC “NOVATEK” along this route this year. Negotiations are being held with PetroChina, and other shippers also show interest.

The Russian Government made amendments to the Code of Administrative Offences concerning ship arrests to the State Duma. Changes, which were initially prepared by the Federal Security Service of Russia, allow to admit vessels to bail arrested for law violations.
According to Article 27.2 of the Code of Administrative Offences of the Russian Federation, vessels and implements used to carry out illegal activities within internal sea waters, territorial WATERS, on continental SHELF, in RF exclusive economic zone, which identity can not be determined when inspected, shall be sent to a Russian PORT (foreign vessels – in one of the ports opened for foreign vessels).
The new norm allows to set a retention period for a vessel, its calculation procedure, as well as notification procedure of the interested parties about arrest of a vessel, stated in the document placed on the web portal of the Russian State Duma.

Within the framework of the state defence order in 2011 Centre of Shipbuilding “Zvezdochka” will provide service maintenance of about 300 ships of the Russian NAVY. The scope of the state defence order for “Zvezdochka” was increased by 71 % compared to 2010.
Big antisubmarine warfare ships, strategic missile carriers, heavy nuclear missile cruiser “Pyotr Velikiy”, heavy aircraft carrier “Admiral Kuznetsov” of the North fleet, 55 ships of the Caspian fleet, 24 ships of Novorossiysk naval base were transferred to be serviced at the enterprise in Severodvinsk.
The main scope of works on service maintenance will be carried out by efforts of branches of the Center of Shipbuilding, in particular at the North fleet – at Yard-35 and Yard “Nerpa”, as well as at Yard-176 in Arkhangelsk.

The President YACHT bought for 30 million Euros was renamed from “Sirius” to “Chayka”. Recently, the new name has been added to the Russian sea register of shipping. This is already the third name of the luxurious vessel built two years ago at the Turkish yard Proteksan-Turquoise. The vessel, which was named as Leo Fun during construction, was leased for private cruises on the Mediterranean Sea by the company Evening Star Yachting Ltd. Before being sold in October of the last year, the name of the yacht was changed to “Sirius”.
Today, according to the Russian sea register of shipping, the owner of the yacht is FSUE “Enterprise on Delivery of Products to Head of the Department of RF Presidenti Affairs”. The vessel is still at the port of Istanbul, hereafter, the port of registration will be Sochi.

On the 11th of March the fourth ICEBREAKER – “Captain Dranitsyn” was involved to escort oil tankers to the PORT of Primorsk. Currently it is escorting the BALLAST tanker “Sia Amulet”.
Now the tanker “Mastera” is being loaded in the port, the tanker “Liteiny Prospect” is being berthed at the quays of the crude oil terminal. One more ballast tanker is waiting to be escotred at the port entrance at the buoy No.4, in addition, four tankers are out of borders of the territorial waters of the Russian Federation near the island of Rotsher.

By order of the Ministry of Transport of the Russian Federation No. 41 dated February 2nd, 2011 requirements to ensure transport security taking into account security levels for different categories of sea and river transport infrastructure objects and crafts were adopted.
The requirements determine the scope of measures being realized by the subjects of the transport infrastructure to protect its objects, including crafts form potential, immediate and direct threats of unlawful interference acts.
Measures contained in protection plans for crafts sailing under the state flag of the Russian Federation and for port facilities developed and approved in accordance with the provisions of Chapter ХI-2 of the International Convention for Safety of Life at Sea of 1974 and International Ship and Port Facility Security Code, are a part of the scope of measures for protection of transport infrastructure objects and crafts from unlawful interference acts.
Requirements shall be subject to compulsory implementation by all transport infrastructure subjects and extend to all legal entities and physical persons being on transport infrastructure objects and crafts used for merchant shipping or navigating.

The Governor of the Khabarovsk Territory, Vyacheslav SHPORT, had a look at the conditions of Amur Yard at the meeting with the President of USC, Roman Trotsenko. The enterprise is provided with orders, now the problem of lack of personnel should be decided.
In connection with conversion of the enterprise to civil orders, which was mainly engaged in military and submarine shipbuilding, there are certain difficulties connected with recruitment.
According to the Press Office of the Khabarovsk Governor, a civil supply vessel for operation with semi-submersible drilling rigs was laid down at Amur yard in February, 2011; other projects are also being develped.
